Santa Cruz County has embraced the Microenterprise Home Kitchen Operations (MEHKO) licensing program and will begin taking applications on January 1, 2024. The program offers a unique opportunity for residents to run small-scale, home-based food businesses. MEHKOs allow individuals to prepare and sell food directly from their home kitchens, making it an accessible option for entrepreneurs looking to start a food business with lower startup costs.
What is MEHKO?
A MEHKO is a licensed food operation that allows home cooks to sell up to 30 meals a day or 90 meals per week from their private kitchens. This law was established to support microenterprise efforts and bring diversity to local food offerings. Under this program, food can be sold directly to consumers for on-site dining, takeout, or delivery.
How to Apply for a MEHKO License in Santa Cruz County:
Review Local Regulations: After January 1, 2025, visit the Santa Cruz County Environmental Health Department's website to familiarize yourself with the MEHKO program’s guidelines and eligibility requirements. MEHKO operations are limited to preparing, cooking, and serving foods that are considered low-risk and compliant with local health standards.
Complete a Food Safety Training: All MEHKO operators are required to complete an approved food safety training and obtain a Food Protection Manager Certification before applying. This ensures that operators understand proper sanitation practices, food handling, and health requirements.
Submit an Application: After completing the training, download the MEHKO application from the county’s website. The application will ask for detailed information about your kitchen layout, proposed menu, food handling procedures, and waste disposal methods. Be prepared to pay the licensing fee, which may vary depending on your location and the scope of your operation.
Health Department Inspection: Once your application is submitted, the county health department will schedule an inspection of your home kitchen. They will ensure that your kitchen meets safety standards and is properly equipped for food preparation and storage.
Begin Operations: After passing the inspection and receiving your permit, you can start operating your MEHKO business. You will need to comply with ongoing health inspections and reporting requirements.
